Why is Ron Paul running for president and congress at the same time?

I just got an email from his campaign that wanted me to donate to his Congressional campaign. Is he already conceding that he won't win? It says under Texas law a person can run for president and congress at the same time. What would be the point of that unless you knew you had a slim at best chance to win the presidency. I'm really dissapointed because I have supported him. Am I right to think he's basically conceding and is setting himself up for a congressional job?

Update:

Loyal Ron Paul supporters,

Here is another way you can help Ron Paul continue to defend freedom and keep the movement alive. Under Texas law Ron Paul can run for President and Congress at the same time and he is doing just that. If you have already given to help elect Ron Paul President, you can also help him by giving to his reelection campaign to Congress. Go to his congressional web site starting TODAY and donate to make sure Ron also wins his reelection campaign for Congress. Let's help reelect Ron to Congress and elect him President at the same time. Let the Establishment know that the movement will continue, whether in Congress or in the White House. The Texas Primary election is March 4, so time is short for Ron to fund this campaign.

Our goal is to raise $400,000 for Ron's congressional campaign within the next week or two. Early voting starts in Texas soon and Ron's congressional campaign needs the money TODAY to pay for TV and radio and mailings.

He's not the first person to do that. Lieberman ran for vice president and senate reelection in 2000. Is the fact that Paul has a slim chance, if any, of getting the nomination news to you? I would think that his supporters would prefer to have him in congress as opposed to not having him in government at all. That can't happen unless he makes a reelection bid.

    1) Why not, there is a chance he may not win the presidency

    2) I believe he can appoint his replacement given he wins his congressional seat and becomes president.

    3) He usually runs uncontested

Hey Tripod T, you're wrong, who told you that? Ron Paul is still in the race, and has the support of many who believe in freedom. Watch the MTV debate tonight at 6, it is sure to be interesting.

Um...You do realize that he's lacking in the presidential polls, right. But, hell could freeze over and the 2% considering him for president could convince everyone else to vote for him. Guliani and Edwards had a far better chance than him but they still have dropped out. He knows his chances and atleast he's smart enough to know it and have a back up plan running.

He has NO chance to win the nomination in the republican primary and he knows it and wants to make sure he can still get earmarks through in congress to increase pork barrel spending something he is supposedly against. Yeah right!
