I need lots of help...fast?

This may seem shallow, but I desperately need to know my TRUE rising sign. I have been everywhere and each one is different. I was born in Daylight Savings Time and when I go to look at the time I was born, my rising sign seems to fit the best, but then I calculate in the DST and it tells me I'm Aquarius!! That seems way off to me. I also have a friend that was born on the same day as me and when I enter in his birth time w/o DST attached-it seems to fit him best.

I really don't know, I'm very confused, and would like to put this to rest once and for all. PLEASE HELP!

I was born on July 17, 1989 at 10:30pm in Chattanooga, TN EST.
