Don't the terms "conservative" and "liberal" explain enough who the wiser party is?
Conservative's definition is "disposed to preserve existing conditions, institutions, etc., or to restore traditional ones, and to limit change." But, clearly, this country needs change. The economy is slipping, there's more violence and illegal activity than ever before, and the troops being sent to Iraq continuously is absurd. There's no progress. And when I think of a conservative, I picture someone who is inclined not to speak openly, and someone who is more conformed to society. However, liberal means "favorable to or in accord with concepts of maximum individual freedom possible, esp. as guaranteed by law and secured by governmental protection of civil liberties," or "favorable to progress." Doesn't this say enough? Liberals always want change and to better everything the best they can. They favor the people. They speak out, and conservatives just don't. Conservatives rarely favor the rights of the people over the rights of the state.
I'm saying liberals make more sense.

Using the term conservative can be misleading. Conservatives certainly are individuals that want to "preserve existing. . .institutions. . .or to restore traditional ones." But what does that mean? Well, in the United States, traditional institutions are founded in the Constitution, a liberal document. So, an American conservative wants to preserve the liberal tradition of America. America is traditionally a country with limited government that does not direct the lives of individuals. This is the liberal concept in the classical since. However, the "liberals" in America are actually more correctly labelled as socialist. I don't mean that in a derogatory since. Liberals in America are in favor of greater government control and regulation over every aspect of America. The best example of the contrast is the difference between the Universal Health Care offered by Liberal Democrats, and a Conservatives wanting allow for national Insurance competition in the private sector. Overseas, when a country wants to liberalize the country, they are saying that they want to reduce governmental control and regulation over the economy and other aspects of the society.
Now, to deal with the issue of which is wiser? The answer will depend upon how you view US history. If you think that generally speaking, the traditional organizations and governmental structure of the United States has allowed country to become the richest, most powerful country in the world, then it would seem wise to conserve America as it is. It you can look and find an example of socialist institutions achieving what you would like to see America become, then it would make since to be an American Liberal.

If you look at it in terms of a car, both liberals and conservatives are needed in this country. Liberals are kind of like a gas pedal. Yes, they embrace new ideas and jump on all the bandwagons.... but they also need a tempering effect. This is where the conservatives come in. They're the brake pedal. They slow down progress by stopping and looking at the angles, judging merit and sometimes halting when things are dangerous for the country. Like a car, government needs both gas and brakes - some to go and some to slow. It's not about which party is wiser, rather it's which you'd rather support. Just because you want to drive your car fast all the time doesn't mean you can. Sometimes you have to drive slowly, or stop and get directions so you don't drive yourself right off a cliff.

Liberals make more sense until you consider they believe in opening the flood gates. Realistically speaking, you cannot give the world to every person. Liberals sound real good on the surface, but tend to believe in very costly social programs.
Sounds good until you have a tax rate like 50-60%. If you are poor, that's sounds good. If you are anything other than poor. If you start to make even a little bit of money, you start wanting to own a home, put some money back, and send your kids to school.
It's really a balancing act. You need high idealist, along with someone to say no when they get too crazy with their ideas.

a classical liberal believes in total economic and social permissiveness. Therefore you have the fiscal conservatives and the social liberals falling into those categories. So in terms of your statement "Conservatives rarely favor the rights of the people over the rights of the state", both ideologies favor both the rights of the state and the rights of the people at certain times. Conservatives believe in letting people have complete economic freedom while suppressing other social issues why the libs allow social freedoms why suppressing your economic freedoms.

These are words that the political parties use to either credit themselves, or discredit the opponent.
In a political sense, the definitions change somewhat from the traditional definitions. The conservatives claim to be conservative with government spending and limit government involvement with social issues. However, if you take a close look at the current "conservative" administration, you will see that their claim is a sham, since government spending is at an all time high, and our rights are being slowly taken away from us.

Your question falls apart in the title itself. Conservative and Liberal are not parties. In the United States there are many parties.....some conservative and some liberal. Neither one of our two major parties is very securely in either category.

I'm not sure where you got your definition but I think it would be nice if you would at least try and make the definitions a little more accurate. Conservatism is a relativistic term used to describe political philosophies that favor traditional values, where "tradition" refers to religious, cultural, or nationally defined beliefs and customs.

I get what your saying but the two parties are "Conservatives" and "Liberals." It's Democrats and Republicans and there can be degrees within each party as to how liberal, moderate or conservative one is.

I don't think those terms mean very much at all anymore, just more ways to spread intolerance. People toss those words around like pejoratives these days more than representing any kind of political philosophy.
