Transgenic is a plant given a gene from another plant. Transfected refers to the incorporation of genetic material (cDNA, mRNA etc) for a particular protein usually by in vitro methods.

A transgenic plant is one that has been given a gene from another organism. A transfected plant is a transgenic plant created through a specific set of processes. Other processes do exist.
