I don't know what might be causing your delay, but I do know that I applied for naturalization, went through the interview process and said my oath during the 2 years you've been waiting - and it took only about 9 months.

USCIS has a huge backlog right now, but your delay pre-dates that. I would say inquire with an attorney. Do not pay a large retainer to him/her, since you don't know for sure that they can help you. At the very least the attorney might have better luck finding out what the cause of the delay is.

I do not know much a lawyer can help, with Home land Security doing the checks , it may just be back log. Not being a citizen I do not know if they will help you , if you have family who is or you can call a citizenship help Org. and see what they tell you .

I'm sorry about your situation. But if you are stuck at FBI namecheck status, there is nothing that anyone can do. You just have to wait and wait. You can make an inquiry to make sure it is still pending through Info Pass appointment.

I don't know that it would be money well-spent -- the immigration department is in financial trouble and is hoping to get through the backlog of applications by 2010... http://www.msnbc.msn.com/id/23088368/
