On Halo 3, do you have to be on normal, heroic, or legendary to find skulls, or does it even matter?

Do you have to be on a certain difficulty to find them?

And also where are they?

    you can be normal, heroic, or legendary to find skulls, but not on easy.

    Easy won't let you find them!
