Can you take a child out of country without both parents saying ok?

The child lives with the mother and the father is in Iraq right now. They were never married. The mother wants to take the child out of country for several months and the father does not want her to. He said he will not sign the passport. Can the mother take the child out of country without the fathers approval or signature on the passport?

Update:

ok I meant him signing to get the passport cause she does not have one yet.

Update 2:

He pays child support and she wants to take the child to England. I had one person tell me that England has no Extradition so she could not be charged with kidnapping and one person said they can be.

    She can, but he could probably charge her with kidnapping, & it would stick, especially if he told her that he didn't want her to.

    If she takes the child she couldn't get charged with kidnapping because she is the mother. However, she's not supposed to take the child without his consent. It doesn't matter that they're not married, he's the father. Had he been here he would have had to take her to court and let a judge decide.

    Is there any court involvement as far as the child is concerned such as Child Support payments? These papers may contain any restrictions on the Mother. If not, he has no legal say in what she does since she is the custodial parent. I am not aware that he would need to sign the passport.

    I don't know about any other countries, but you cannot take a minor child into Mexico without authorization from BOTH parents or documentation proving that one parent has sole custody.

    YES the mother is the custodial parent because they were never married plus my now wife took our two kids to germany when i had disagreed so yeah you can and yes i did call police they said

    " she has all the rights!!!"

    No she can't. As far a I know it is illegal. Married or not, the father still has rights.

    In order to take him out of the country. She must obtain a court order.

    Jen: this far too important for me or any one to guess, I think I would call an attorney, and get real educated advice! Or call the state deptarment for their idea's!

    ya no say if uk citizen.my sister/inlaw got a passport for her child without husband consent or knowledge

    Er... yep... you dont have to sign a passport.
