In a sense, it's the enticing spirit of the world system. Like a harlot, it attempts to beautify itself in order to draw in unsuspecting simpletons.

It professes to have a form of godliness but is obviously a sham in that it counterfeits the pattern established by YHVH in His Word. You can see an example of this in the confrontation between one of Yah's prophets, Elijah, and Jezebel's ordained ministers of B-'-l. (See 1 Kings 18)
