President Bush tried to pass laws to make the fine for companies who allow illegal immigrants bigger and it passed in the House but not in Congress.

Yes, in his second term he proposed a plan for a guest worker program, offering amnesty to illegal immigrants who were working in the states, and a path to citizenship.
