Sorry to say my brother that If you believe God or not, but a supernatural power who created human beings has done his job with bad and good element. So, it is next to impossible to get rid off those people.

But If government is sensible then it can be minimised to 5 - 10%. At present in the world those people are 60 - 80%.

It would be enormously expensive to build that many spaceships. In fact, since the bad people vastly outnumber the good (at least in the sense of everyone judging each other), it would be far more pragmatic to, instead, send all the good people off somewhere else. A small asteroid or deserted island in the South Pacific should suffice.
