veto is not an abbreviation. it is a word that means
"(noun) the right to reject or forbid a decision or proposal of a law-making body. committee etc". example, "use the presidentail veto."
"(verb) a refusal to allow something". example, "the government's veto on large-scale company mergers".

Veto means I forbid. In the old days, in Rome, the emperor had the power to 'veto' things, meaning he had the sole power to forbid things. Nowadays it's more used as an expression and the more powerful someone is (like a company dorector) the more veto power they have.
