I was in Russia about 5 years ago. You needed an invite to obtain a Russian visa. Your tour operator or hotel can invite you and will be sufficient to obtain a visa. Once you are in Russia, you need to notify their Home Office that you are there but the hotel would typically do that for you.
I believe this is still fairly accurate information.

Why bother gettin a Russian visa? Visit Ukraine instead - no visa needed, just grab your passport and go!
