What is a good home remedy or over the counter remedy for puppies, for fleas?
I treated the yard, and of course the neighbor doesn't. I wash the mother with palmolive, but she has to go outside and there they are. We also use the brewers yeast and garlic pills for the mother.

I don't like using chemicals on my pets so I use diatomaceaous earth to kill fleas. Safe even for puppies and kittens, nontoxic, all natural

You're not using anything that's going to work against fleas. Who told you to use Palmolive?! Brewer's yeast and garlic are common myths.
You're not going to get a home remedy that works. Fleas are too tough for that. The only way you're going to get rid of them is to get a proper treatment - i.e. from a vets. Frontline, Advantage, Revolution and Advocate are all treatments that actually work. You will also have to spray your house. It won't matter if your neighbour hasn't sprayed their yard if you're using proper products.

Metal flea comb and some prevention like those drops. Some types make the fleas sterile after they bite your dog. In about six months you'll have everything under control. But I guess that's for older dog.
Oh have you tried asking if you can treat their yard and give them some info on flea control. Every one should talk to their neigbours and keep the communication open. Then if they have a problem with your dog/s later it won't feel so nasty.

Take your puppy to the vet. To start with you don't want to treat for something you are not even sure the puppy has. You can make the problem a lot worse. There could be an ear infection. To be sure just take the pup to the doctor. The sooner the better, your puppy is suffering. Also you will save money by treating early before this problem gets worse.

The only flea control that has ever worked for me are the vet variety. Mine is advantage, but there are others. Advantage is topical and you apply it once a month. There are others that are a pill but I have never used this kind. I know doing things the natural way is very important to you but you are actually causing the dog/dogs harm with your methods. First NEVER wash a dog with dishwashing soap it's horrible for their coats and skin only wash them with pet soaps. Garlic is harmfull to dogs especially pills. Dogs can be poisoned with herbal remedies. If you want the best for you dogs go to the vet and get flea control for them. PLEASE

A good bath and a flea comb if you have time. There is a product called Flea Treats that works well.

there is a OTC flea med that is all natural I think Sargents makes one and there is another at Pet Smart.
It works very well on puppies and adults, its just drops that go behind neck .
She will smell really good for about 2 weeks then it starts to wear off be prepared to treat again at 4 weeks .. ect.
We use it on our 4 dogs and 2 cats.

I've heard Apple Cider Vinegar. Put some in a spray bottle and spray the pup every time he comes in from the outdoors. Then wipe off the excess with a towel.

I tried everything, but Frontline or Advantage that you use once a month seems to be the only thing that really works.
