I'd ask HR if that was the final answer. Because its bull crap. A new employee can sign up and doesn't have to wait for the next period. The new employee needs to take this issue up with the health care company and the president of the company where he works.

I didn't look at your other question. But if there is a life changing event such as birth of a child, marriage, loss of coverage, I believe they have to open it up for then.
Check to see if they have an annual enrollement time frame. Ours is at the beginning of every year and allows you to sign up if you haven't been before.

Usually companies have "open enrollment" periods one time a year? Never is pretty harsh...unless he really loves his job, I would think about looking around for a better one.

As long as that is their corporate policy and they won't offer to other staff members after the initial employment date then they're within their legal rights.
