I personally think Sinner Chrono from Chrono Crusade is pretty damn hot and also he's so sweet. I like him because no matter what happened, he was always there for Rosette through thick and thin, even when Rosette turned on him. Aion is hot too, he makes an awesome villain.

Kuchiki Byakuya from Bleach.
Sigh...he is so amazingly gorgeous! He acts all old and uncarrying, but deep down he is just so sweet and so kind. He tries to act tough to hide his real emotions. So lovely!
Uchiha Itachi from Naturo. So mysterious and evil. His illusion techniques are amazing too. His beautiful long hair. I just want to run my hands though it and stare into his eyes and get captivated by his sexiness.
(And just for kicks: Ugliest character? Jiroubu from Naruto!)
EDIT: I just had to add this one, although it isn't anime. Auron from FFX!! Okay, he is kinda old, but isn't he just so hot!? He's also so mysterious and acts all tough, but he's also suffering on the inside.
(Maybe I just have a thing for guys who have one arm resting as if it were in a sling...Itachi...Auron. Maybe i'm weird)
