Need help on popups?

Alright, I have two computers. The one I'm asking this question from, is perfectly working. It's about 5 years old, it's running on Windows XP, Internet Explorer. The popups will load.

The other computer, is a pretty new computer. About 1 year old. Runs on Vista and IE as well. Windows is up to date and everything is in working order right now. The motherboard crashed about a month ago, but our warranty covered it and we replaced the motherboard.

But before the motherboard crashed, popups wouldn't load, and it still won't load now. I've disabled popup blockers, enabled cookies, lowered privacy settings and such, but it still won't load a popup window. Anyone know how to fix it?

Update:

The popups will appear, but they won't load. It's stuck on a white screen. and it shows that it's loading, but I leave it there and it won't load, even after a while.

    If it is your "restricted sites" list? Go to your Internet options, then click the "security" tab, then remove the site(s) in that list and try again.

    Wash off all programmes and then try.
