I think they explain it best on their webpage - "CareCredit, a GE Money Company, gives you convenient payment options so you can get the procedure you want, when you want it."
Of course there are more details, all of which you can find on their site. Be sure to read all terms and conditions before you apply for anything.
It's a great tool for those who can't afford one large medical bill, although I just use a seperate savings account dedicated to veterinary expenses.

It's a credit card with a very high interest rate...around 23%. They usually give a promotion of 90 days 0 APR for a bill over 300.00.
