Two-way street means that in order to come to a good conclusion both parties have to participate equally. ie -My grades were low but my teacher agreed to help me, she said she would stay after class to tutor me but it would be a two way street..I would also have to study harder.

The words have a broad meaning and must always be read in context, as you rightly pointed out. One simple meaning could be that two opposing opinions or parties need not be in conflict, but each one respects each others space.
