We have a jelly stuck to the bottom of our pond rocks is this frog spawn?

This is clear jelly. No black dots. We also have plenty of snails?Small and black.

    Sounds like snail eggs----you will have millions of them...

    I think you have snail eggs. Don't worry, they won't all develop. I had them in my pond too.
