Can you help with Build-A-Lot 2?

Question

I can't seem to get past level 33 in the new Build-A-Lot Town of the Year Game.  It is in the last town (New Haven?) with Mayor Alvarez--the one where you have to get the blueprint for the grand park.  There must be some strategy or sequence to the house flips to make it work out before the deadline, but the empty lots are different and the houses seem to pop up on the market fairly randomly.....does anybody have a tip that has beaten this level?

You do have to work fast on that level! lol 
Here is what i do 
First build a Recycling center
Next Build a Work Center
After those are done
Buy 2 workers, and spend the rest on as much lumber as you can get

Build a villa, and at the same time sell one of your empty lots ..sell it for 25,000 if they dont offer that reject it 
update the villa and after you sell your land build a garden center so you can landscape the villa too
then put the villa up for sale ..it should sell for full price
after that you have too...
upgrade your work center 
and then start building all palaces

make sure to upgrade, paint, landscape and always inspect
Buy as much lumber as you can at once because the more you buy the better buy it is 
Always bunch your negative things together ..if you dont start with three lots down at the bottom just restart the level ..the lots are random and it doesnt hurt anything to start over so try to get a good placement of your lots.
Next what i do is make sure to place the parks in between my houses so i would build from left to right ..palace...park ..palace..palace ..park ...palace 
If at the very last you are with in 20 of reaching the goal but dont have it yet ..demolish the negatives like the workcenter..recycling center and gardening center...oh and dont place a house next to any of those
