Palm facing towards you means "victory", palm facing away from you means "f--k you".
"...made a V-sign" usually refers to the second alternative.

When Japanese people make the V-sign, it just means "peace". But, not really peace in the sense of "no war". They don't think go that deep.
It's kind like giving a "thumbs up" or "ok". It just a way to show that your happy which is why you see it in alot of photos.
In this context it has nothing to do with "V for Victory". It is just like a smile. Smiling with your hands.

that would depend on wat V sign they are doing wit their hands.
if its similary to ur typical bunny ears sign u give ppl in pics then it either is just that or it means peace. If its like that but the palm is facing inwards, like towards you then its a symbol for victory, used by Churchill during WW II, and final if its putting ur fingers together and spreading a space exactly in the middle, between ur ring and middle finger then its the the "vulcan salute" which was used by Spock on the orignal Star Trek series , seeing as how ur freading fan fic its most likely this one.
