How would I go about transferring audio files from a digital voice recorder onto a CD?
What kind of digital voice recorder would I need to have, what type of blank CD would you suggest that I buy, and would I need any special software?

Why not just use a microphone. Record the voice onto your hard drive, and then burn a new CDr from the hard drive. Make things simple.
All you need is a microphone for your computer, you do not need any software, Windows sound recorder is already there for recording. I assume your computer has a CD burner in it, so you are about ready to do this. :)
