What is up with this?

State TV broadcast tips for anyone trapped in the earthquake. "If you're buried, keep calm and conserve your energy. Seek water and food, and wait patiently for rescue," CCTV said.

Watching TV would be the last thing someone would be doing while trapped in an earthquake.

    Watching a TV might be out of the question, however listening to a battery operated radio isn't, and the hopes are that those people that might be trapped under the rubble might be able to hear a radio broadcast that alerts them to what to do in their particular circumstances, ever think of that?

    I totally agree, but some would actually do that.
