My son also refused to go #2 on the potty, and he would withhold his bm's until I put a pull-up on him. If I didn't put one on him for a few days, he wouldn't go. I finally decided to use stickers and make a reward chart. He would get a sticker for going #2 on the toilet. When he got five stickers, he got a bigger reward. This worked really well for my son. Maybe it would work for yours as well.

Bribery works. I promised my nephew a water gun if he pooped in the toilet, and he promptly did for the first time. After that, he never went back to crapping in his pants.

Yeah, my daughter went easily in a pullup without telling anyone, but as soon as she pooped in her panties, that was it. She went on the toilet every time.

try getting him regular underwear. It wont be as comfortable for him as going in his diaper. It will be messy, but it worked on my son.
