How long ago did you put the Frontline on him?
If it's been more than 3 weeks, you can give him a bath in some flea/tick shampoo until you can get him to the vet. The vet can them give you a prescription pill for fleas that works a bit better than the Frontline. Your vet may also have not given you a big enough dose of Frontline. Either way take him to the vet, and he/she will help you find alternatives.

The dog will continue to get fleas if your house and yard still are infested which more than likely they are if it's as bad as you say it is. So vacuum a lot and buy flea powder put it on carpet, let sit, then vacuum. Bath the dog with medicated shampoos as much as bottle reccomends. If the dogs itching a lot you can ease that buy giving human bendryl 'til the problem is taken care of. Some people put real raw garlic in dogs food daily! Good luck, hope I helped!

get a capstar from your vet (pretty cheap) and try another flea product
sometimes a dog doesnt respond to a certain brand
