If you have a back yard where you can have the party do it there. Have water activities (everyone wear their swim suit and bring a towel). Do everything outside and clean up is so much easier - no worries about spilled cake, ice cream or punch.
Hang a large white sheet along the fence. In washable paint write Happy 5th Birthday, Susie (of course use her name). At the party let the kids add their own art and birthday wishes to the sheet. Get a picture of everyone with the masterpiece to document the occasion. Then hose everyone off and have cake.
I have done this many times since one of ours has an August birthday. It is fun to see how he and his friends have changed over the years.

You could do a dress up/run way/spa type party. I have a little sister and she loves being pampered. So you could have some cute music that she likes in the back ground and do the girls make up and hair and nails and have them walk down a pretend run way and pose for some pictures with the birthday girl. You could have lots of dress up clothes, little girls love to dress up and pretend to be a princess, etc
The goodie bags could have some plastic bracelets, princess chapstick, a mirror, stuff like that.
The girls could also make their own necklaces with shiny beads, and maybe if you want to get really creative you can look up online how to make a tiara out of a pipe cleaner and beads, and have them make their own. Having them make stuff like this will take up some time, and they will have lots of fun.
You could top it off with a really cute Barbie Doll Princess Cake, or something like that

hi i also have a daughter who is five this weekend, she is also a very girly girl ,but every birthday now i make sure that myself and all her relatives buy her clothes as it is so close after christmas and she got everything she wished for then its the best option for us ,otherwise she gets presents that really she does not need or already has off christmas,so every year a day before her birthday me and her have a girly shopping trip and i let her choose her outfit within reason, but you can guarantee it will be pink! we also go for lunch together and make a day of it,but she always gets books as she loves reading or a game(jigsaw, connect 4 or memory cards) off her little brother. this year she is having her first big birthday party, princess and pony themed so all of her friends from school will be there playing traditional party games so i suppose she gets the best of both as all her friends buy her girly things

Find a theme that your daughter loves.
Like a princess theme, or her favorite cartoon theme.
Have different games that go from clean to getting dirty or wet.
To get your daughter excited leave little clues around the house, and make it a "suprise" type party

What does she like? Do a theme she likes. It could be from princesses to dogs to dance party.

Depends on what she likes. We took a group to a local marionette show and then out for ice cream sundaes.
