i want to add on to the second story and make the master bedroom a true master bedroom

Yes.
Depending on the size of the addition, in our jurisdiction, you can get an over-the-counter permit (which means the inspector will do the reviewing) but if it's larger than that, you will need to get a building permit. You should consult an architect at a minimum especially if you will be touching the exterior envelope of the house.

Yes, Go to google and type in "Building Regulations Permits (Then the name of your county). This search should bring up the building regulations for your county. A contractor cannot begin construction without proper permits, otherwise the job can be shut down. It may then mot be opened until you do what the country wants, in the mean time the contractor would not be able to work and would move on. Then you may or may not be able to get them to come back right away.
It is pretty much a given that you will need permitsif you are adding another floor. Plus you need an architect to deal with the structural issues.

More than likely. You will need seperate permits for building, electrical and any plumbing. Check with your local City Hall.

Absolutely....depending on your local city codes. But since it is a whole second story addition, I can't imagine you wouldn't need to pull multiple permits.

depends on your town.most city/towns have building codes. And paying taxes on our own property. And not being able to build on to our house is ridiculous. call town office or city hall depending on where you live.
