I think the safest place is right next to 200 W. Grace St.,
Richmond, Va, since that is the address of the Richmond Police Department!

There are very distinctive regions in VA. The biggest cities to move near in VA would be Richmond, Fredericksburg, Norfolk (good if you like navy culture), Danville (not really *that* big), and DC, which of course is not actually in VA but does consume a large area of suburbia. Around Norfolk you could live well in Norfolk or Virginia Beach or Hampton Roads, or an hour or so north of there in Williamsburg is also lovely. Around DC you could live in Alexandria or some parts of Arlington for relatively cheap (compared to most of the DC area), or move a little farther to Loudon County. I live in Alexandria myself. Fairfax county tends to be expensive but is lovely if you can afford it. If you want to live between Fredericksburg and DC, someplace like Aquia is always nice. Good luck!
