    Family is the subject, it is one singular unit, so I would use "has".

    There will people who disagree saying there must be more than one person in the family, so you should use the plural noun's verb. The same thing goes for other units like "band" or "group". Do you say "the band is going to miss rehearsal" or "the band are going to miss rehearsal"? I think since band is a singular unit comprised of more than one person, you can use "is" instead of "are".

    Use the word has, since the subject, family, is singular. You would use have if the sentence read, "English families usually have breakfast at 8 am."

    Has since you're talking about 1 unit "one family"

    "has" because you are referring to a group which is the family.( which you refer to as one )
