-is "to whom it may concern" appropriate in this situation?

To whom it may concern is Not personal and improper.

You need to personalize it as much as possible

Example: Dear Customer or the name of the store and the customer service.

To the presdient of Hawthorne Pharmacy.

    Dear K-Mart Store Manager

The idea is to personalize it as much as you can if you do not have a name

Hope this helps. But these are the proper way to start a letter when you do not have the name of the person. You can also call ang get the name of the person you want to write to,

if it's a private company, you could call the main office and ask the receptionst what the person's name is. If it is a large public company, there are books at the library which will list all the personnel. Personally, I'd just call and ask. Always better to address the letter to whom you wish to read it. Also shows that you put some initiative and effort into your pursuit.

The employer is the customer and you are the product! The cover letter and resume strive to produce two actions 1. Get the to read your cover letter. 2. Get them to contact you. Your cover letter must cause the employer to contact you. Follow the laws of advertising AIDA -Attention -Desire Interest- Action. You should have their Attention - they are reading your cover letter. Get their Interest first using the words "you" and "yours" "Your posting for the _____________ position inspired me to send you my attached resume." Then create Desire - whet their appetite! "Your qualifications are an uncanny match for my skills." Then inspire Action: "In order to further determine your needs and assess how my qualifications will benefit your organization, please contact me to schedule a meeting." Yes - keep your cover letter this short and sweet. Include all of your contact information at the end. Make sure all grammar and spelling are correct. Use a cover letter for hard copy and emailed resumes. To Your Success!

Maybe. If this is for a job, I'd make a few phone calls about whatever and find out the person's name and title.

If it is a chair man of a company for example, write 'Chair man' and the company name.

Do some reseach to find out who it is.

If this is not what your doing, then I am not sure what your talking about.
