Most weedwhackers have a plastic fuel line. This is called a fuel line assembly.

On mine, those fuel lines in the tank have a built in ceramic gas filter that plugs up if left full of gas over the winter and the gas turns to varnish.
He may be saying you need a new fuel filter that comes with that line.
