Jacket Potatoes?

I see this all the time on here. What are they? Are they like twice baked potatoes in the US?

basically get a big washed potatoe like a sambago or idaho potatoe and wrap it in foil and bake for 20 minutes and then take the potatoe out and cut in half or quarters but not entirely so you fill it and then the toppings are butter, cheese, fried bacon bits, sour cream, colsaw, spaghetti meat sauce, chilli, any toppings at all, raw or cooked mushrooms or baked beans this is whats called a loaded jacket potatoe

Dianne S is right, the skin, when it is baked and a little crispy, is the jacket.
