At the Virginia DMV, they give out tickets, like in a deli counter. What do the letters on the tickets mean?

They give you a ticket with a letter and number on it, like A676, B006, C209, etc. It goes all the way to E or F. What do the letter codes mean. How do they determine whether you get an 'A' or an 'E' for example? Is it determined by the number of transactions you need to do, or the type?

    In West Virginia we do the same thing. The letters in WV mean: "A" renewals. "B: drivers license help. "C" titles and registration. "D" handicap placards. It's probably different for the letters in VA. But I imagine it's the same concept.
