What is the opposite of bullying but with the same result?

My elementary school child is being punished for behavior that is started by "groupings" of classmates who are insecure and "sensitive." When she stands up for herself she is chided by her teachers for speaking out. When her teacher spoke to, she reasoned that since my daughter is a confident child, she is able to tolerate being punished. I replied that she is confident today but she will lose her confidence due to the constant behavior of her classmates. Is there a term for this type of emotional beating?

Update:

Please provide the "term" for the behavior...

I would call such behavior "scapegoating," and I applaud the way you are handling this. Well done!
