You are incorrect. Regulatory agencies created by Congress write their own regulation, which in effect become law. This is in violation of the Constitution which says, ALL LEGISLATIVE POWER IS IN THE HANDS OF CONGRESS.
Do you think that the Congress passes all the complicated income tax rules every year? Well, you are wrong.

Of course and their own. How else can you explain that they do nothing about 50 people using the same SSN? You would think at least one person knows something is wrong!
