I planted grass to cover tire marks, can I just add more seeds on top of the hay?

I planted grass to cover tire marks, but after putting topsoil, seeding, and spreading hay on top of it, I realize that There are still deep indents in the ground. Can I just add more topsoil and seeds? do I have to rake away the hay first? I put the hay so the birds should not get the seeds, but it seems like the birds are having a field day, and I am no closer to a nice lawn.

    yes and then put some soil over it to keep the birds off.

    plant it deep about a inch but dont put hay on them

    Yes you can just water them in and you can add more top soil where needed.
