I can't get the freewheel off!?

I need to replace the bearings on a rear wheel (it's a Falcon hub) but I can't get the freewheel off. I got the correct Park tool but I can't get it to break loose. The Park manual says it turns off counterclockwise but I've put enough force on it to distort the tool and it still won't go.

Am I missing something? I'm thinking of putting an air impact wrench on it.

    Dynamite should do the trick.

Spray lots of WD40 on it. Let it sit.

Or the freewheel was misaligned when it was screwed on. Then we got trouble.
