All through the New Testament, Jesus compares the true believer with the false believer...the parable of the good fish, and the bad fish, the wheat and the tares, sheep and the goats, the 10 virgins etc.
All these parables are about servants (believers) of God. There are good faithful servants (believers) and there are lazy wicked servants (still believers). It's very important to realize that both camps ARE BELIEVERS in God.
ONLY the ones that God has deemed to be TRUE christians will be saved.
God will judge those who claim to be christians (the house of God) first. He will hand his judgement first and foremost to those who are spiritually seated in his house...make sense?
Harsh judgement will fall on those who were believers outwardly but had no inward change of heart.
We all see from reading these boards how numerous the hypocrites are. All you can do is make sure that you're not one of THEM...
We want to meet God face to face and hear Him say...
'Well done, good and faithful servant! You have been faithful with a few things; I will put you in charge of many things. Come and share your master's happiness!' Matt 25:21
Rather than...
"'You wicked, lazy servant! ...And throw that worthless servant outside, into the darkness, where there will be weeping and gnashing of teeth.' Matt 25:26-30

I would rather submit to the judgment of God than the judgment of some Christians.
I was driving through a mid-size city in middle America last year and on a busy street corner, there was a group of people holding up signs in protest. One of the signs declared that homosexuals should be put to death. Another sign quoted Leviticus. There were adults and teenagers in this group. These are the holy values that some Christians are teaching our American children.
I am an atheist, and I am good man that has always lived by the golden rule. I do not believe God exists, but I will submit my soul to his judgment anytime. The judgment of man has little interest to me.

Yes it does. God is not desperately trying to save the world at this time. Salvation will be offered to all at the second resurrection. Right now God main purpose is to train and equip those whom he has chosen (144,000 of Revelation 7) to rule and reign with Jesus when he returns to set up the Kingdom of God.That is the first resurrection. These 144,000 have been since the time of Adam until Jesus returns. The Church has always been "a little flock". God has worked with these individuals (The Church and those selected in the Old testament)) and they have been going through judgment now or in the case of those who have died have already been judged while they were alive.. God's righteous judgment is a work of his Spirit in those whom he has drawn to his son.Those are the ones that will be purified and made spotless now. In those who have died he already accomplished that work in them and they are awaiting the first resurrection at Christ's soon return. Those who are alive of the 144,000 when he returns will be changed from mortal to immortal in the blink of an eye. Remember, no one can come to the son unless the Father draws them. God controls the wind, no one knows where it starts or where it goes. So it is with all who have been born of the Spirit. It is of God's choosing - not ours.

Its punishment, judgement , condemnation, damnation.
If the righteous are found sinning, God judges them first.
If they are found righteous, he delivers them from judgement - Genesis 18:23-32. Exodus 14:13-31. Ezekiel 9:1-11.
The idea here is that if God will punish thje righteous when they sin, He will surely punish the ungodly.
If the ones who are righteous are scarcely saved, there is no possible hope of sinners being saved.

Maybe my answer isn't answering the question you're asking, but I view this as the Lord explaining that whether or not His existence is accepted, He has dominion over the earth and judgement is passed through Him only.
The way you keep highlighting the 'my', 'all the earth', etc. leads me to believe that the concept being highlighted is that the Lord keeps watch over the entire earth regardless of whether people believe they're being judged by Him.

Chew on this non-biblical scripture;
D&C 112:23
23 Verily, verily, I say unto you, darkness covereth the earth, and gross darkness the minds of the people, and all flesh has become corrupt before my face.
D&C 112:24
24 Behold, vengeance cometh speedily upon the inhabitants of the earth, a day of wrath, a day of burning, a day of desolation, of weeping, of mourning, and of lamentation; and as a whirlwind it shall come upon all the face of the earth, saith the Lord.
D&C 112:25
25 And upon my house shall it begin, and from my house shall it go forth, saith the Lord;
D&C 112:26
26 First among those among you, saith the Lord, who have professed to know my name and have not known me, and have blasphemed against me in the midst of my house, saith the Lord.

Remember judgment will come after the end of the world. Sorry to but antichrist will come first and then we all say only Jesus can save as. But now when antichrist is not here there is some other form of judgment. On our way out satan is asking his payback from those who did according to him and not according to Bible and the ten commandments. [Dont kill (one of the ten commandments)]. Those who followed Jesus will be helped by their guardian angel to pass through the customs of hell. Some people may like hell, dont know.

hi, you're splendid and that judgement will start up this August whilst His human beings would be taken into captivity and then come iciness around December , January the killing of the "multitude" will start up. those are they who love no longer their lives unto dying for the testimony of Jesus Christ... they are going to be be-headed for status for the Gospel of Jesus Christ. The 7 Noahide rules would be applied . CUFI, Blackwater, Act of united states of america of america, the dying camps on each important rail line interior the U. S.. One camp in Alaska can homestead as much as 550,000 at one time.. there are others greater desirable than that. however the church is napping and are in stable fable... they are going to be taken unaware. In Jesus, Linda

Absolutely! Starting with the house of God means starting with those who claim to worship him. If they are not doing so then they are more reprehensible that those who do not know him or claim to worship him. But these should not think they will escape God's judgement. After dealing with His house he will judge the entire inhabited earth and they will answer for their wickedness.
