Did Al Gore father Barak Obama before he invented the internet or after he captured the Loch Ness monster?

It was right after he invented the internet and he was very excited with his achievement. But don't worry, Al's excitement only lasts about 30 seconds and only comes about every 30 years. But now that I think about it, if he can do that much damage in half a minute I hope AlGore never gets excited again.
