Smartest: Reagan. He easily defeated Carter in 1980 and Mondale in 1984, and his humor helped dismiss the age issue.
Dumbest: Ford. He made the funniest (and dumbest) lie in US presidential history, saying that there was no Soviet domination in Eastern Europe when there obviously was.
To those of you who said Clinton and Bush: name one smart thing that Clinton ever said or did. The answer is NONE! He did nothing when WTC was bombed in 1993. Bush might have been the dumbest (even though I highly doubt it), but Clinton was certainly NOT the smartest. You probably are just ignorant young 18 year old anti Republicans. No wonder that one of you has a Democrat background.

So many people think that G.W. Bush is the dumbest/worst President ever. He's far from it. When history makes its judgment years from now, Bush will end up somewhere in the middle of the list.
Study some American history. Look into the Presidencies of Buchanon, Tyler, Grant, Taylor and Harding. Bush is a genius and politician extraorinaire compared to them.
As for who's the smartest, that's very difficult to say. A lot of Presidents were geniuses and very learned. According to most historians, Abraham Lincoln ranks as the best US President ever.

There are many levels in which you could view this question. For example, dumbest could be considered whether the president had an inefficient policy plan or dumbest as in doing unsacred and lowly things in the white house. For the former, George W. Bush obviously (approval rating in the 20's). For ethical and stupid conduct in the white house, Bill Clinton (who is stupid enough to even try to have an affair with somebody in the White House when Everybody is watching). But aside from this I would have to say that ironically, Bill CLinton and Ronald Reagan are the smartest presidents to reign in the last 60 years. Clinton is slightly below Reagan because of his ethical conduct.
PS. I must say that if OBama is elected, he will beat bush and become the dumbest president EVER POSSIBLE.

Realistically, no President can be too stupid. They have to be smart enough to get into office, and that's quite an accomplishment. That's especially true in the last 100 years or so. You probably couldn't think of one that doesn't have a lot of smarts. Taft wasn't much of a President, but he went on to the Supreme Court. Hoover was pretty brilliant, but philosophically was no match for the Depression.
I can't personally speak for the brainpower of James Buchanan or Franklin Pierce, but they must have had something going for them.
Smartest? It's hard to separate politics from the discussion. Lincoln wasn't well educated but obviously loaded with brains. Clinton is very impressive in terms of range of interest. Nixon was brilliant but flawed. Johnson was shrewd. Carter may have had more brainpower than any of them but had trouble putting it to good use. Eisenhower and Bush 43 both had trouble speaking in public, which hurt their reputations in such matters.
