Wishes for fishes?

What does the saying "wishes for fishes" or "fishes for wishes" mean? Where does it originate from?

I heard it the other day and I have no idea!

    It originated from author, Doug Horton

    An adaptation of the older version is : "If wishes were fishes, we would all be swimming the oceans!"
