In war, are the rules followed?

This is a question primarily for serving members of the military. I have a friend who doesn't believe that the rules of engagement and other similar rules are actually followed by the armed forces involved. I believe that they are, at least by organised military forces. Could someone set us straight on this please?

Update:

This isn't "Why are the rules followed?", it's "Are the rules followed?" I'll try and think of an example to clarify this.

    Probably can't be much help to you here but what the hey, in for a penny, in for a pound. YES the Laws of Land Warfare and the Rules of Engagement are followed. But, and there's always a but. There are the exigencies of war and the press of battle. No one, and especially an American fighting man wants to kill civilians but in the heat of battle that could easily happen. Sitting in your air conditioned or heated living rooms discussing or arguing over it cannot in the least come up with an answer. Your adrenilin is pumping, you're scared out of your mind and someone (anyone) pops up where no one is supposed to be and sort of looks like to you he has an AK in his his hands and what do you do? Well unfortunately some would squeeze the trigger and let loose a three round burst. Who would your friend rather have go home after this one, Private John Doe or Ishmale Achjmed? Sometimes things get away from you and the 'rules' don't cover it. What to do? Court martial Pvt John Doe or chalk it up to the exigencies of war. You decide, I'm through. OH, just one more thing. If you haven't been there and gone through it you aren't really in a position to judge the actions of others who were there and experienced that fear. That's why our Constitution guarantees us a jury of our peers, even in the armed forces. What exactly does the phrase 'our peers' mean? Does it mean people from the same socio economic group or does it mean people who have gone through similar mind numbing fear? You and your buddy figure that one out. Should lead to endless hours of comfortable repartee in the living room over some suitable vintage wine or brandy. Good luck to you pardner.

    As an ex serviceman who served in Malayain the 50s, (On active service), I would say that they are as far as can be expected, but in certain situations which occur where you sense the enemy is very close, you are on trigger finger and your adrenaline is way up, and you are really sweating and your heart is going like a triphammer, you are ready to fire at anything that moves. The old self preservation kicks in and you are not going to take any prisoners. I was in that situation oncewith 20 other squaddies. I saw somthing move and blasted at it, and suceeded in wounding a mule which the enemy were using to carry supllies. So when you read about civilian casualties in a war zone, put yourself in the soldiers position and ask yourself how you would react if you were in his boots. self preservation is a very strong emotion.

    The rules are followed if the enemy follow the same rules - I served in the Falklands War and both sides obeyed them. The actions of an individual soldier represent the nation he stands for (not in the past but it does now) - for every 10,000 US soldier who served their country proud in Iraq some let their friends, unit and nation down and we all (service personnel) loose

    Most of the western world has signed up to the Geneva convention. This means that certain rules are adhered to. The countries involved include the UK, US, France, Germany etc.

    Some of the rules include; fair treatment of enemy combatants, no use of modified weaponry, sticking to the rules of the white flag of truce etc.

    If the rules aren't stuck to the individuals, or groups, can be tried by the war crime court.

    The military does follow the rules. Some rare individuals don't, and they are quickly brought to trial. We don't play those games. Firing on a civilian destroys our public image, worse than liberals do.
