1)When you are in a vehicle (also in Icarus) and you press 1 it display the message "decoy ejected" and the bar that under the life bar is decreasing.

Does someone explain to me what exactly this thing do?

2) If you are strogg and you are the sioldier that has bombs, you have a device that his name is "Arming tool", what it does?

The decoys will save you from homing missiles, I believe. Fire them when you get a missile lock on warning. People rarely use them for some reason.

The arming tool ... arms the bomb. You have a bomb and an arming tool, drop the bomb, look at it, and arm it with the arming tool, which is more easily done by simply hitting your use key.

Chaff / Decoy - used to confuse homing missiles.
