During an interview Bill said he was a soldier from the 20's. That kind of confused me, being that the movie's a stoner comedy.
How does Bill Hader fit into the plot? Some pot-induced flashback?

ohh its in the beginning of the movie.
The military is doing testing on Weed,and Bill Hader is the Test Dummy.
after the test The Military says that weed will be illegal.

That scene is an instant classic. One of the best pro-marijuana moments I've ever seen in a film, total genius.
