Hope I can help with your bites ?
Getting Rid of Bed Bugs-Once an infestation has occurred, patience and persistence is the key to ridding the area of bed bugs. It isn't enough to clean the mattresses and launder the sheets. Furniture should be overturned and cleaned. Carpeting, wood molding, door jambs, picture frames, and closets should be inspected as well. Bed bugs can hide behind loose wallpaper, in the crevices between carpets and walls, behind outlet covers, and inside light fixtures, smoke detectors, and even clocks. Removable, washable items can be laundered in very hot water. For those areas or items which can not be laundered, smaller items can be wrapped in plastic and set in a hot place or in direct sunlight. The key is to raise the temperature to at least 120 degrees Fahrenheit for several hours to kill the eggs and the bugs. Vacuuming and steam cleaning may also be done, but any bags or canisters should be thrown away or emptied outside of the area immediately to prevent another infestation. The best method of removing bed bugs, however, is through a professionally handled treatment.
Don't Try These Methods-Finally, there are several methods that are totally useless and shouldn't even be considered. Bug bombs and aerosol pesticides will not rid an area of bed bugs. While extreme hot and cold temperatures may affect the infestation, below freezing temperatures will only work if those temperatures remain below freezing for over two weeks.
Good luck Hun.

WOW, you have done everything you can do. It sounds like you live in an infested appartment complex.
If the appartment is made of brick or concrete it could be red tiny bugs called no see ums. The bugs can nest in carpet. Appartment managers are supose to help with these sort of things. I wouldnt call them bed bugs because that implies that they are your problem.
I would inform them that there is a bug infestation and your not sure what type, that way they wont assume its your cleaning habits causing the bugs. Ask neighbors in surrounding appartments if they are experiencing the same things.

Take off all the sheets and comforters and pillows and wash them with very HOT water. On you matteres there are seams and folds where the stiching is. In these seams and folds is where the bed bugs hide until you go to sleep and the sense the corbon dioxide from your breathing. Get a vaccum cleaner with a hose and suck them all up. And in the room, look along the baseboard where the carpet meets the wall and do the same, suck them all up. Remember, Very Hot water, folds and seams and the matteres tag, edge of the carpeting, SUCK THEM ALL UP then get rid of the vacuum bag far away from your home.

CLEAN CLEAN CLEAN.
get a new mattress!
i don't think your apt complex will have anything to do with it because it's your bed. i hear bed bugs come from filth so just try and keep your house cleaner and wash your sheets atleast once a week. but i would seriously consider getting a new mattress.

change your bedding once a week wash every thing in hot water. take some 409 stray it on the mattress and wipe it with a towel do that a few times and do it on the other side of the mattress too. make sure there is no garbage in the room like food

they get into not only furniture but clothing, books, everything really. you have to literally chuck out everything and start anew - also you could try steaming because they die above temps of something like 60 degrees.
have you thought about where you might have been picking them up from as well? because if you did an huge clean out its possible you've been repeatedly pciking them up perhaps from sleeping in friends beds, or at hotels, sharing clothing etc.....

I know at my boyfriends apartment if you let the main office know they will call an exterminator for you, but I'm not sure if you have to pay for it. You could claim that they were there before you moved in and make a stink about it.

Set off a bug bomb - better than spraying.
Wash all your sheets and bed coverings in HOT water with bleach.
Get a new mattress cover.

Hmm...mayb they are in your blankets and bed linens? Wash them in extra hot water and bleach if you can. Also, let your mattress air out and spray lysol on it. If you can, buy a new bed.
