I wouldn't trust "internal affairs" or anyone else associated with the district. Calling the FBI would be my choice...

Write an anonymous letter to the mayor and city council of the town the police department belongs to. Or you can write an anonymous letter to your local district attorney or the FBI.

Usually, if you provide some good, solid facts that can be checked out, such anonymous complaint can result in an outside investigation (not the department investigating itself).

Your complaint has to be credible and supported by real, verifiable facts. If you make stuff up or the facts aren't there, they might think you're a crackpot and not do anything with it.

i assumed by crooked, you mean corrupt. almost every police agency has an internal affairs department, this is who you want to get into contact with. if the agency is small, then they are regulated by a county sheriff's internal affairs.

most personnel complaints are filed anonymously, so if you go to your local department, ask to file a complaint against an officer, they will hand you a form and you fill it out. the officer never sees the form, which should only contain a contact number for you.

You can always try and get the badge or squad car number and write them a letter and send it through the mail with no return address or signature. They may not deem it credible, but it could work.

in my experience, you should go public...like the news paper, because they are thick as thieves and will do everything to protect their own
