What are these small bumps on the outside of my arm (both) near the elbow ?

I'm 24 and I have small little bumps that are on the outside of my arm near the elbow (Both arms). If i dont itch, they look flesh colored. When I itch the skin turns red. They dont bother me and until recently I didnt notice them (about 2 weeks since i first noticed them). They itch and when i scratch them, they become red and itch more. my skin also becomes flakey. I think it may just be dry skin or eczema or something along those lines. Ive stopped itching them, but need to know how to treat them on my own and if that doesnt work ill just go to the doctors. Does anyone know if thats what this is? Also, what is the best over the counter lotion available for stuff like this?

    Sorry, I don't kow know what it is, but I suggest you use maximum strength Hydrocortisone cream. You can get it at the nearest pharmacy. It temporary relieves itches and works against any skin irritation, like eczema, rashes, insect bites, etc. You'll have to apply it several times a day, but it worked wonders on my spider bites. Benadryl never helped with anything at all >.>
