How can I stretch out this fabric(part spandex)?

I have a dress that is 97% cotton, 3% spandex and it shrunk a bit in the wash, so whenever I move, the back of the dress moves up. I realise this is probably a ridiculous question, but is there any way I can stretch it out or keep it from riding up?

    Next time you take it out of the washer just stretch it while it's wet. Like just literally pull on it and stretch it. Then hang it up to dry. And you could always buy a slip to put under the dress, like a silky material, that way it won't ride up!

    No. It's the cotton part that shrunk. You can't stretch it because the spandex will just revert to it's original dimension.
