Do you believe the President can really "Change"?
Anything. Both claim they are going to "change" everything. What can they really change and how?

excellent question! i think they can only change what congress will allow them too.

In terms of policy not a tremendous amount, but the Presidents greatest power to change things in the country comes because he has the "Bully Pulpit"
This term refers to the fact that everything the Presidentdoes and says has everyone in the country's ear more than any other person. Everything the President does, everything he puts forward instantly enters the national conciseness.
If the President decides to call upon the nation to make drastic changes, people can disagree and debate but at least that debate will go on with the knowledge that the most powerful person on Earth has an opinion on it.
JFK couldn't decree that people must serve the nation more, but he could say "Ask not what your country can do for you, ask what you can do for your country" and have that idea on the minds of most of the country.

Actually it always changes. we get a new president, maybe a new cabinet so that's change in itself. But they can't change or make an impact without congress. Congress can't do that without the people.

Sure they can change. Before the 2000 election Bush was a moderate, and look what happened. Also, we used to have budget surpluses. Those were cool.

They can talk to the Congress about it, but they can't change it without the consent of the Congress

They are called "Policies". Both foreign and domestic are set by the occupant of the White House.

I THINK HE JUST KEEPS SAYING THAT BECAUSE HES HEARD "THAT'S WHAT AMERICANS WANT THE MOST".
