I think early in our history it was common for a 'gentleman' to speak more than one language. In the South, the rich plantation owners often sent their kids to Europe to get educated. Thomas Jefferson, for instance, served as ambassador to France, and I'm sure he spoke French almost like a native. Most college-educated men in those days were also familiar with ancient Latin and Greek. Jefferson had books in his library in these languages (actually I saw them myself!)

As for specifics, though, I can't say.

    W speaks bad Spanish.

The presidents up until 1900 or so probably studied French and Latin in school.

And James Garfield could write simultaneous in one foreign language in one hand and another in the other (Greek and Latin).
